A state-backed export credit insurance regime that protects the exporter and the lending bank against non-payment risk arising from the buyer's country or counterparty in the financing of Italian exports. In project finance such cover lets a project procuring Italian-origin equipment raise debt at a tenor and cost the sponsor could not reach alone, since the commercial bank transfers the country risk from its own balance sheet to the state agency. The boundary between the risk the cover embraces and the commercial risk it excludes is the real subject of the negotiation over the credit margin.

İtalyan ihracatının finansmanında, alıcı ülke ya da karşı taraf kaynaklı ödememe riskine karşı ihracatçıyı ve kredi veren bankayı koruyan devlet destekli ihracat kredi sigortası düzenlemesi. Proje finansmanında bu tür bir örtü (cover), İtalyan menşeli ekipman tedarik eden bir projeye, sponsorun tek başına erişemeyeceği vade ve maliyette borç çekme imkânı tanır; zira ticari banka, ülke riskini kendi bilançosundan devlet ajansına aktarmış olur. Örtünün kapsadığı risk ile kapsamadığı ticari riskin sınırı, kredi marjını belirleyen asıl müzakere konusudur.
