The state in which a plant, production line, or project completes construction and commissioning and actually begins production or operation; though established in energy and process industry, the concept applies to any capital project. This moment is among the most critical transitions in a project financing because the direction of cash flow reverses — outgoing construction spend becomes incoming revenue — and the loan passes from construction risk to operating risk. Used synonymously with the commercial operation date (COD), this threshold triggers a step-down in the interest margin and the activation of reserve mechanisms.
