The expense-statement counterpart of the commissions a business pays to intermediaries, agents, or banks. In project financing, commission expenditure is a significant, non-interest component of financing cost; arrangement, commitment, and agency fees are usually gathered under the project budget's development-costs line and are typically met from equity, because, arising before any drawdown, they cannot be funded from the debt itself — a timing that quietly enlarges the sponsor's early-stage cash requirement well before the asset produces any revenue.
