English Definition
The senior financial officer who runs an organization's accounting, reporting, budgeting, and internal control functions; unlike the treasury function, concerned not with the movement of cash but with the accuracy and control of the record. In project finance lenders treat the presence of a strong controller function at SPV level as a precondition for the reliability of reporting covenants, since the value of the committed DSCR and utilization reports is only as good as the accounting discipline that produces them. A weak control function renders even the tightest covenant package unmeasurable.

Bir kuruluşun muhasebe, raporlama, bütçe ve iç kontrol fonksiyonlarını yöneten üst düzey mali yöneticidir; hazine (treasury) fonksiyonundan farklı olarak nakdin hareketiyle değil, kaydın doğruluğu ve kontrolüyle ilgilenir.
