English Definition
The operational threshold at which a facility or production unit completes construction and actually begins producing, closely related to commercial operation. In project finance a project going on stream is the moment loan repayment begins, the construction phase ends, and the risk profile fundamentally changes; before this threshold the lender bears completion risk, and afterward risk shifts to operational performance and market price. Loan agreements frequently tie this transition to a completion test, and until the test is met the sponsor's completion guarantee stays alive and the debt is not yet fully passed onto project risk.
