English Definition
The organizational unit responsible for staffing and human resources. In a project SPV it rarely exists as a standalone function, since HR is typically handled at the sponsor or O&M level. The absence of a dedicated personnel department is itself a signal: it points to the lean, single-purpose corporate structure lenders require in order to ring-fence the project. The simpler the SPV, the cleaner it is to enclose outside costs and counterparty risks within the security structure rather than inside the entity itself.

Bir proje SPV'sinde nadiren bağımsız bir işlev olarak yer alır; insan kaynakları tipik olarak sponsor ya da işletme-bakım (O&M) düzeyinde yürütülür.
