English Definition
The European Union's financial-assistance mechanism for candidate and potential-candidate countries in preparation for accession — the Instrument for Pre-Accession Assistance, or IPA — carrying grant, technical-support, and blended-finance channels. In project finance, IPA funds and IPA-backed blending co-finance infrastructure alongside IFI loans in the Western Balkans and comparable jurisdictions. IPA grant components are typically positioned within a blended package as an investment grant or an interest-rate subsidy; their disbursement conditionality — procurement procedures, environmental and social standards — effectively imports EU standards into the project documentation, disciplining the structure well beyond the money itself.
