pre-feasibility study

A preliminary study that screens a project's technical and economic viability at a coarse level to determine whether it warrants a full feasibility study, narrowing the options and estimating cost and return to an order of magnitude. It serves as a stage-gate in the development process. What is decisive for project finance is that development capital at the pre-feasibility stage is the highest-risk money in the project lifecycle and is often unrecoverable if the project stalls; developers therefore stage-gate the spend, and lenders characteristically decline to touch risk at this early phase, leaving it to sponsor equity.
