The integrated body of methods, processes, and tools that plans and tracks a project's scope, time, cost, quality, and risk dimensions. In capital-intensive projects the real value of this system lies in the reporting discipline that lets bad news travel upward quickly and undistorted, since early visibility of a delay or cost overrun cuts the cost of corrective intervention manyfold. An experienced project manager builds the system less as a control instrument than as an early-warning mechanism, because a variance concealed until it is irreversible is always more expensive than one surfaced while options to reprofile still exist.
