English Definition
A charge levied for the provision of a service, carrying neither an interest nor a principal character; it appears as an account-maintenance fee in banking, as the pass-through of common-area costs in real estate, and as a periodic payment for services rendered in infrastructure. In availability-based PPP projects the service charge forms the core of the revenue structure. Because payment turns not on demand but on keeping the facility available to a contractually defined standard, performance deductions are taken directly from this charge, making it the variable that ultimately governs the project's debt service capacity.

Bir hizmetin sağlanması karşılığında alınan, faiz ya da anapara niteliği taşımayan ücret kalemidir; bankacılıkta hesap işletim masrafı, gayrimenkulde ortak alan giderlerinin kullanıcılara yansıtılması, altyapıda ise sağlanan hizmet karşılığı düzenli ödeme biçiminde belirir.
