English Definition
The temporary halting of an enterprise's or facility's production and commercial activity, whether for commercial reasons, an external shock or a regulatory order. The critical distinction in project financing is that fixed costs — debt service, maintenance, minimum staffing, insurance — continue even when operations stop, so a shutdown that zeroes revenue is the shortest path to default where the cash buffer is thin. Loan agreements often define a prolonged suspension of operations as an event of default in itself.
