English Definition
The totality of long-term funds an enterprise can mobilise to meet its financing needs — equity, retained earnings, long-term debt, and undrawn committed facilities. In project financing the decisive measure is not the aggregate but the gap between what is committed and what is actually available; an undrawn construction facility is a real resource only to the extent its conditions precedent can be satisfied. Liquidity on the sponsor's balance sheet and the resources reachable inside the project's ring-fenced structure are frequently not the same thing.
