Bir işletmenin ya da proje şirketinin tahsilat, ödeme, likidite ve kısa vadeli yatırım akışlarını, atıl bakiyeyi asgariye indirip ödeme yükümlülüklerini kesintisiz karşılayacak biçimde eşgüdümleme disiplinidir. Proje finansmanında nakit yönetimi salt hazine tekniği değil, kredi sözleşmesinin dayattığı bir hükümdür; zira çekiş sırası, gelir hesabı, rezerv hesapları ve dağıtım şelalesi (cash waterfall) sözleşmeyle sabitlenir ve sponsorun serbest nakde erişimi ancak DSCR ile rezerv testleri sağlandıktan sonra açılır. Bu nedenle proje SPV'sinde nakit yönetimi, kredi verenin kontrol kaldıracının somutlaştığı yerdir.
English Definition
The coordinated administration of a firm's or project company's collections, disbursements, liquidity and short-term investment flows, calibrated to minimise idle balances while ensuring obligations are met without interruption. In project finance it is less a treasury technique than a contractual regime, since the order of draws, the revenue account, the reserve accounts and the distribution waterfall are all fixed by the financing documents. A sponsor's access to free cash typically opens only once the DSCR and reserve tests are satisfied, which is precisely where the lender's control leverage becomes tangible.
