English Definition
The public authority that manages a country's money supply, interest-rate policy and financial stability, holds the monopoly on note issue, and serves as lender of last resort to the banking system. Monetary-policy decisions, the exchange-rate regime and reserve management fall directly within its remit. In cross-border project finance the central bank's stance is a direct risk factor; capital controls, profit-repatriation limits and practices governing access to foreign exchange determine the capacity to convert a project's contractual return into actual cash, which is why lenders frequently require transfer-and-convertibility, or political-risk, insurance.
