Bir kişinin ya da kuruluşun, belirli bir işlevi yerine getirmek veya bir ruhsatı elinde tutmak için gereken nitelik, beceri ve kapasiteye sahip olduğunu tasdik eden belgedir. Proje finansmanında bu belge teknik incelemenin (due diligence) girdisidir: işletmeci ve kilit yüklenicinin yeterlilik belgeleri, tesisin ruhsatlı ve sigortalanabilir kalmasının önkoşuludur. Kredi verenler çoğu zaman çekişleri, belgeli işletme-bakım (O&M) kadrosunun sürdürülmesine bağlar; zira bir yeterlilik belgesinin kaybı ruhsat iptalini tetikleyebilir ve çapraz temerrüt (cross-default) hükümleri yoluyla bir temerrüt olayına dönüşebilir.
English Definition
A document certifying that a person or organisation holds the qualifications, skills or capacity required to perform a defined function or hold a licence. In project finance the certificate is an input to technical due diligence: the competence certifications of the operator and key contractors underpin the facility's licensed and insurable status. Lenders frequently condition drawdowns on the retention of certified O&M staff, because the loss of a competence certification can trigger permit revocation and, through cross-default provisions, escalate into an event of default.
