English Definition
In the United States, an accounting professional who has completed examination and experience requirements to obtain a state licence and is authorised to perform independent audits and issue certified financial statements; the role is functionally close to Turkey's sworn fiscal-adviser institution. In project financing an independent auditor's signature is not a mere formality but a layer of assurance: lenders often tie the computation and compliance of financial covenants to figures certified by the auditor. Moreover, reliance letters obtained from the auditor, which extend third parties' right to rely on those statements and the auditor's liability, are a document the parties negotiate carefully.
