Proje finansmanı açısından inşai kısım çoğu kez tek başına en büyük maliyet kalemidir ve geri dönüşü en zor harcamadır; bir kez dökülen betonun geri alınamaması, bu hattaki risk tahsisini finansal kapanışın merkezine taşır. Nitekim öngörülemeyen zemin koşulları riskinin — kimin, hangi eşiğe kadar üstleneceğinin — EPC müzakeresinde sertçe pazarlık edilmesinin nedeni, zemin sürprizinin doğrudan iş programını ve dolayısıyla borç servisi başlangıcını ötelemesidir.
English Definition
The engineering discipline concerned with the design and construction of fixed works — roads, foundations, dams and site infrastructure. In project finance the civil scope is often the single largest cost line and the least reversible expenditure, and the fact that poured concrete cannot be undone places the allocation of this risk at the centre of financial close. It is precisely because unforeseen ground conditions push out the construction programme, and with it the start of debt service, that the threshold at which each party absorbs that risk is so hard-fought in the EPC negotiation.
