English Definition
An area that is geographically and functionally interconnected and must be treated as a single whole for the purposes of planning, environmental assessment, or regulation. The concept's weight in project finance emerges in environmental and social impact assessment; a project's effects must be measured at the scale of the affected coherent region rather than along artificial administrative boundaries, or cumulative impacts will be understated. Because this scoping decision draws the boundary of the permits required, the stakeholders to be consulted, and the mitigation obligations owed, it directly affects both the project's timetable and its social license.
