English Definition
The exclusive right of a sovereign state, or the central authority it empowers, to mint coin and put it into circulation — also called the coinage prerogative — one of the foundational powers of the modern state. The economic rent this monopoly yields is seigniorage, the gap between the face value of money and its cost of production. For project finance the link is indirect but real; a state retaining the power to issue currency can, in theory, inflate away rather than default on its local-currency debt, which separates the risk profile of local-currency bonds from that of hard-currency debt.
