English Definition
A mode of transport that carries many passengers over a shared vehicle and route rather than individual cars — metro, bus, tram, commuter rail — and, given its capital intensity and long payback, a characteristic infrastructure project-finance asset class. Because fare revenue seldom covers the tariff alone, public contribution through availability payments or subsidy forms the silent backbone of debt service, and whether ridership-demand risk sits with the public or the private side is the decisive negotiating axis of the financing. The systematic optimism of demand forecasts is the sector's chronic structural risk.
