English Definition
The process of testing a completed facility to verify that it performs to its design parameters and readying it for commercial operation; it is the formal threshold of transition from construction to operation. In project financing, commissioning is among the most critical inflection points of the debt architecture; passing the performance tests often simultaneously triggers conversion of the construction loan into a term loan, expiry of the sponsor's completion guarantee, and commencement of the offtaker's payment obligation, so a delay in commissioning produces concurrent consequences across several contractual lines.
