English Definition
The technical process by which the systems and equipment of a completed facility are tested and proven to perform to design, confirming the transition to commercial operation. In project financing, commissioning is the pivotal threshold at which several contractual obligations trigger simultaneously; successful performance tests often tie conversion of the construction loan into a term loan, cessation of liquidated damages, and commencement of the offtaker's purchase obligation to a single moment. For this reason the acceptance criteria — which tests, which thresholds, whose independent-engineer sign-off — are defined meticulously in the loan agreement.
