Geniş anlamda ortak coğrafya, çıkar ya da kimliği paylaşan insan grubudur; sermaye-yoğun proje bağlamında ise spesifik olarak projeden fiziksel, çevresel ya da ekonomik biçimde etkilenen yerel nüfusu ifade eder. Bu topluluğun rızası — çoğu zaman sosyal işletme lisansı olarak adlandırılan gayriresmî ama bağlayıcı onay — büyük projelerde formel izin kadar belirleyicidir; kalkınma finansmanı kuruluşları ve ihracat kredi ajansları, kredilendirme koşulu olarak topluluk istişaresi, yeniden yerleşim ve fayda paylaşımı standartlarına uyum arar. English Definition
In the broad sense a group of people sharing a common geography, interest or identity; in the context of a capital-intensive project, specifically the local population physically, environmentally or economically affected by it. The consent of this community — the informal but binding approval often called the social license to operate — is as decisive in large projects as formal permitting; development finance institutions and export credit agencies require, as a condition of lending, compliance with standards on community consultation, resettlement and benefit-sharing. Indeed, even with permits fully in hand, community resistance is a risk not easily written into a contract that can, in practice, defer the construction schedule and therefore the start of debt service.
