Spain's official export credit agency, which supports cross-border transactions by insuring Spanish exporters and investors against commercial and political risk. In project finance, the involvement of export credit agencies such as CESCE can extend the tenor of debt on projects with Spanish-origin equipment or EPC scope, and can lower the cost of financing by substituting sovereign-backed cover for the political risk otherwise borne by lenders. The hook of ECA cover is typically a requirement that a set percentage of supply originate in the relevant country, and that local-content rule directly shapes equipment-procurement decisions.
