English Definition
The United States labor-law form of granting paid time off in lieu of overtime pay, known as comp time and governed by the Fair Labor Standards Act. In the US the practice is broadly permissible for public-sector employers but sharply restricted in the private sector, where overtime generally must be paid in cash at a premium rate. On projects executed in the US this distinction is a regulatory friction point in structuring site labor cost: whether the contractor is a public or private entity materially changes the cash burden of the same worked hour.
