English Definition
The public unit or department officially responsible for carrying out an administrative function or issuing a particular decision; in European administrative practice especially, which 'competent service' an application is routed to directly affects the outcome. In capital-intensive infrastructure projects one of the most time-consuming stages of permitting is determining whether a file has actually reached the competent service, because a misdirected application is often not rejected but quietly held, delaying the schedule unnoticed. Experienced developers therefore map the permitting path by institutional allocation of authority rather than by statutory headings.
