Hazine tahvili ihalelerinde rekabetçi teklif verenler istedikleri getiriyi belirtir ve yalnızca kesim getirisinin (stop-out yield) altında kalanlar tahsis alırken, rekabetçi olmayan teklif verenler oluşan ortalama fiyatı kabul eder. Proje finansmanında borcun sendikasyona ya da underwriting sürecine açıldığı durumlarda benzer bir mantık işler; kredi verenlerin marj ve ücret üzerinden yarışması sponsorun finansman maliyetini düşürür, ancak agresif teklifin sonradan piyasa koşuluyla yeniden fiyatlanma (flex) riskini de taşır.
English Definition
A bid in a tender or auction where offers compete on price and the participant states the price or yield it is willing to accept, as distinct from a non-competitive bid. In Treasury auctions, competitive bidders specify a yield and receive allocation only if they fall below the stop-out yield, while non-competitive bidders accept the resulting average price. A similar logic operates when project debt is opened to syndication or underwriting: lenders competing on margin and fees lower the sponsor's cost of funds, but an aggressive bid also carries the risk of later market-flex repricing before the facility is fully placed.
