Bir mal, hizmet ya da yapım işinin, birden fazla isteklinin aynı şartname üzerinden yarıştığı ve sözleşmenin en iyi teklife verildiği tedarik yöntemidir; amacı fiyat keşfi ve şeffaflıktır. Proje finansmanında EPC işinin rekabetçi ihaleyle verilmesi maliyeti aşağı çekmekle birlikte en düşük teklifin gizli bir riski vardır: fiyatını sürdürülemez ölçüde kıran yüklenici inşa döneminde nakit sıkışması yaşadığında gecikme ve kalite sorunu doğar, ve bu risk nihayetinde sponsora ve kredi verene geri döner. Bu nedenle deneyimli kredi komiteleri en düşük teklifi değil, fiyatı ile icra kapasitesi dengeli olan yükleniciyi tercih eder.
English Definition
A procurement method in which several bidders compete against the same specification and the contract is awarded to the best offer, aimed at price discovery and transparency. In project finance, awarding the EPC scope through competitive bidding lowers cost but the lowest bid carries a hidden risk: a contractor that has cut its price to an unsustainable level runs into a cash squeeze during construction, producing delay and quality problems that ultimately flow back to the sponsor and the lender. Experienced credit committees therefore favor not the lowest bid but the bidder whose price and execution capacity are in balance.
