Birden fazla aday arasından; fiyat, teknik yeterlilik ve geçmiş performans gibi ölçütler üzerinden en uygun olanın belirlendiği seçim sürecidir. Yalnızca yapım işlerinin değil, danışmanların, lider düzenleyici bankanın (lead arranger) ve ortakların seçiminde de işletilir. Kamu imtiyaz ve PPP süreçlerinde bu seçimin sonucunu belirleyen asıl değişken, değerlendirme matrisinde teknik puan ile fiyat puanı arasındaki ağırlıklandırmadır; ağırlığın fiyata kaydırıldığı bir yapı en ucuz ama en zayıf icracıyı öne çıkarabilirken, teknik ağırlığın baskın olduğu bir yapı finanse edilebilir ama pahalı bir sonucu ödüllendirir. Deneyimli tarafların şartname aşamasında en çok müzakere ettiği nokta, çoğu zaman fiyatın kendisi değil bu ağırlık dağılımıdır.
English Definition
The process of choosing the most suitable among several candidates on criteria such as price, technical qualification and past performance, applied not only to construction works but also to the selection of advisors, the lead arranger and partners. In public concessions and PPP procurements, the variable that actually decides the outcome is the weighting between technical score and price score in the evaluation matrix; a structure that shifts weight toward price can surface the cheapest but weakest performer, while one dominated by technical weight rewards a bankable but costlier result. What experienced parties negotiate hardest at the specification stage is often not price itself but this allocation of weight.
