English Definition
The market wage level in a given labor market sufficient to attract enough labor of the required skill; an offer below it risks failing to secure the personnel needed to keep work on schedule. In capital-intensive projects, especially at remote sites or where the labor pool is thin, the competitive wage level is among the most volatile line items in a cost estimate; the gap between the local market wage and any floor imposed by union or prevailing-wage rules can quietly erode the construction budget. Mature models therefore treat wages not as fixed but as a line escalating with site location and the peak periods of the schedule.
