Bir ülkenin yerli üretimiyle rekabet etmeyen, aksine yurt içinde üretilmeyen bir boşluğu dolduran mal ithalatıdır; yerli üretimin ikamesi olan rekabetçi ithalattan bu yönüyle ayrılır. English Definition
Imports of goods a country does not produce domestically, filling a gap rather than substituting for local production — distinguishing them from competitive imports that displace domestic output. In project procurement this distinction has a practical consequence: genuinely complementary items — specialized equipment not made in-country — are often exempt from protective tariffs and local-content restrictions, whereas items overlapping with domestic production meet additional customs and quota barriers. How a capital project's equipment list is sorted into these two categories directly affects both customs cost and delivery schedule; experienced procurement teams structure the bill of materials around this classification.
