English Definition
A bid that meets all mandatory requirements of the tender and is thereby eligible for evaluation; offers failing even one such requirement are excluded regardless of how strong their content. This is among the most frequently overlooked traps in procurement: a technically superior offer that omits a single mandatory item — a bond format, a proof of signing authority, a validity period — is disqualified even if better than its rivals. Bids submitted with conditions or reservations likewise risk losing compliance. Experienced bid teams focus not on engineering richness beyond the specification but first on flawlessly meeting every mandatory condition, because compliance is a threshold that precedes superiority.
