English Definition
The software infrastructure through which a service or product provider automates consumption metering, tariff application, invoice generation, and collection tracking; in subscriber-based infrastructure services in particular, accurate measurement and timely collection of revenue depend on it. Though the billing system looks an operational detail in project finance, it sits at the core of the project's revenue integrity, since metering error, collection delay, or theft erodes debt-service capacity directly. Lenders therefore monitor collection efficiency as a separate performance indicator, and frequently as a reserve trigger, in water, power, and transport projects where the revenue line is only as sound as the billing that produces it.
