English Definition
The software infrastructure that automates an entity's wage calculation, statutory deductions, tax and social-security accruals, and payment processing, on which accurate accounting of labour cost and timely remittance of mandatory deductions depend. Though the payroll system is not a leverage line in project finance, it is the most traceable component of operating and maintenance cost, and unpaid social-security obligations create, in most jurisdictions, a preferential claim ranking ahead of other creditors. Lenders therefore check the currency of tax and contribution liabilities separately in diligence, treating them as a hidden priority that can quietly disturb the ranking of their security.
