Bu memorandumun onaylanması işlem ekibine ileri due diligence ve kaynak tahsisi için resmî yetki verdiğinden, proje döngüsünün ilk elemesini oluşturur; bu aşamada reddedilen ya da yeniden yapılandırılan projeler sonraki kredi komitesi yükünü hafifletir. Sponsor açısından bir CCM'nin geçilmiş olması henüz bir taahhüt değil, ama sürecin ciddiyetine dair güçlü bir sinyaldir.
English Definition
An early-stage document in which a development-finance or investment institution submits a project's basic rationale, strategic fit and principal risks for internal approval before committing it to full appraisal. Approval of this memorandum gives the transaction team formal authority for further due diligence and resource allocation, and so forms the first screen of the project cycle; projects rejected or restructured at this stage lighten the later credit-committee load. For a sponsor, clearing a CCM is not yet a commitment but a strong signal of the seriousness of the process.
