English Definition
The fee a concessionaire pays the granting authority in return for the right to operate a public asset or service, which may be structured as a fixed amount, a percentage of revenue, or a combination of the two. In project finance the structure of the concession fee is a direct lender concern: a fixed fee creates a rigid burden that can rank ahead of debt service when revenue falls, whereas a revenue-linked fee flexes with cash flow. Lenders therefore make where the concession fee sits in the debt-service waterfall, and whether it can be deferred in low-revenue periods, a central point of the negotiation rather than an administrative detail.
