Kalkınma amaçlı, piyasa koşullarından belirgin biçimde daha yumuşak şartlarla — düşük faiz, uzun vade, ödemesiz dönem ya da hibe unsuru içeren — sağlanan finansal destektir; çoğu tanımda belirli bir asgari hibe eşdeğeri (grant element) taşıması gerekir. Proje finansmanında imtiyazlı yardım, ticari borcun tek başına taşıyamayacağı erken aşama ya da yüksek kalkınma etkili projelerin sermaye yapısında bir alt katman oluşturur; ticari kredi verenler bu katmanın varlığını, kendi risklerini azaltan bir tampon olarak olumlu okur. Ancak imtiyazlı fonun ödeme önceliği ve dönüştürülebilirlik koşulları, ticari borçla arasındaki intercreditor dengesini müzakerenin hassas noktası hâline getirir.
English Definition
Financial support provided for development purposes on terms markedly softer than the market — below-market interest, long tenor, a grace period, or an embedded grant — with most definitions requiring a minimum grant-equivalent element. In project finance concessional assistance forms a lower layer in the capital structure of early-stage or high-development-impact projects that commercial debt could not carry alone, and commercial lenders read the presence of that layer favourably as a buffer that reduces their own risk. But the payment priority and any conversion terms of the concessional funds make the intercreditor balance with commercial debt a sensitive point of the negotiation rather than a settled matter.
