English Definition
An academic and policy-oriented forum devoted to the economic mechanics of the shift from centrally planned to market economies — privatisation, price liberalisation, institutional reform and the formation of capital markets. The outputs of such forums fed the project-selection logic of the multilateral development banks by placing the notion of transition impact within a measurable framework. Its value to the practitioner is familiarity with an investment rationale in which a project is judged not only by its financial return but by its effect in transforming market structure; that language is the ground on which the additionality debate in development-finance transactions rests.
