Bir ihale ya da satın alma sürecinde, davet belgesinin teknik ve ticari şartlarına eksiksiz uyan tekliftir; şartlara aykırı ya da çekince içeren teklifler uygun kabul edilmez ve tipik olarak değerlendirme dışı bırakılır. Proje ihalelerinde bu ayrım belirleyicidir: EPC ya da tedarik ihalesinde uygun olmayan bir teklif, daha düşük fiyat sunsa bile, karşılaştırılabilirliği bozduğu için elenir. Uygulayıcı için asıl gözlem, isteklilerin çoğu zaman bilinçli olarak şartlı (alternatif) teklif sunarak riski işverene geri itmeye çalışması; iyi tasarlanmış bir ihale, uygunluk eşiğini net çizerek bu tür çekincelerin fiyat kıyaslamasını manipüle etmesini engeller.
English Definition
In a tender or procurement process, a bid that fully complies with the technical and commercial terms of the invitation documents; bids that deviate or carry reservations are not treated as conforming and are typically excluded from evaluation. In project tenders the distinction is decisive: in an EPC or procurement tender a non-conforming bid is eliminated even if it offers a lower price, because it breaks comparability. The practitioner's real observation is that bidders often deliberately submit qualified, alternative bids to push risk back onto the employer; a well-designed tender draws the conformity threshold clearly to stop such reservations from manipulating the price comparison.
