English Definition
A budget in which the various units and sub-budgets of a group or public administration are aggregated into a single whole, with duplicate items eliminated, providing an integrated view of resource allocation and total obligation. In public finance the consolidated budget reveals the true size of general-government debt, since institutional budgets that look sound separately can show a material deficit once consolidated. In public-private partnership projects, how the state's contingent liabilities are accounted for in the consolidated budget determines the visibility of the project's true fiscal burden and hence its effect on the sovereign credit rating.
