English Definition
The date on which construction is certified complete against the standards defined in the contract, usually framed through the distinction between mechanical and substantial completion, and it simultaneously triggers a series of contractual consequences. It is the threshold at which the EPC contractor's liquidated-damages clock stops, a portion of retention is released, and the loan converts from its construction tranche to its term tranche. The real contest in practice is whose certificate establishes completion — the gap between the independent engineer's sign-off and the contractor's own assertion can suspend substantial milestone payments.
