Bir hane halkının tükettiği temsili mal ve hizmet sepetinin fiyatındaki değişimi ölçen, enflasyonun en yaygın göstergesi olan endekstir. Proje finansmanında TÜFE teknik bir istatistik değil, sözleşmesel bir mekanizmadır: birçok uzun vadeli gelir sözleşmesi — PPA'lar, imtiyaz ücretleri, kullanılabilirlik ödemeleri — tarifelerini TÜFE'ye endeksleyerek nominal geliri enflasyona karşı korur ve bu endeksleme borç servisinin reel değerini muhafaza eder. Uygulamada belirleyici ayrıntı, gelir tarafındaki endeksleme ile gider ve borç tarafındaki endeksleme arasındaki eşleşmedir; gelir TÜFE'ye bağlıyken borç sabit faizliyse, düşük enflasyon dönemi projenin gerçek borç yükünü öngörülenin üstüne taşıyabilir.
English Definition
The index measuring the change in the price of a representative basket of goods and services consumed by a household; it is the most widely used gauge of inflation. In project finance the CPI is not a technical statistic but a contractual mechanism: many long-term revenue contracts — PPAs, concession fees, availability payments — index their tariffs to CPI to protect nominal revenue against inflation, and that indexation preserves the real value of debt service. The decisive detail in practice is the match between indexation on the revenue side and on the cost and debt side; where revenue is CPI-linked but debt is fixed-rate, a low-inflation period can carry the project's real debt burden above forecast.
