Bir projenin inşa, tedarik, işletme ve bakım işlerini tek bir bütün altında toplayan; birbiriyle bağlantılı sözleşmelerin (EPC, O&M, tedarik, arayüz anlaşmaları) koordineli biçimde müzakere edildiği yapıdır. Proje finansmanında kredi verenler bu paketin risk boşluğu bırakmamasını, yani bir sözleşmedeki gecikme cezasının diğerindeki teslim yükümlülüğüyle örtüşmesini şart koşar; zira arayüz riskinin sponsorda kaldığı her nokta borç servisini doğrudan tehdit eder. Paketin bütünlüğü, çoğu zaman tek tek sözleşmelerin fiyatından daha belirleyicidir.
English Definition
The full set of interlocking agreements — EPC, O&M, supply, and interface contracts — through which a project's construction, procurement, and operating obligations are assembled and negotiated as a coordinated whole. Lenders scrutinize the package less for the price of any single contract than for the absence of gaps between them, since every interface risk left with the sponsor bears directly on debt service. Where a delay penalty in one agreement fails to align with a delivery obligation in another, the resulting exposure typically resurfaces during the construction drawdown.
