Bir projenin teknik, hukuki, çevresel ya da finansal danışmanlık ihtiyacının sözleşmeyle dışarıdan temin edilmesi sürecidir; kapsam tanımı (terms of reference), ücret yapısı ve sorumluluk sınırlaması bu sözleşmelerin belkemiğidir. Proje finansmanında kredi verenlerin atadığı bağımsız mühendis ve danışmanların ücretini çoğunlukla sponsor öder, ama sadakat yükümlülükleri kredi verene karşıdır; bu yapısal ikilik, danışman raporlarının bağımsızlığı üzerinde sessiz bir gerilim yaratır. English Definition
The process of procuring a project's technical, legal, environmental, or financial advisory needs through contract, with the terms of reference, fee structure, and limitation of liability forming the backbone of such engagements. In project finance the lenders' independent engineer and advisers are usually paid by the sponsor while their duties run to the lenders — a structural duality that creates quiet tension over the independence of their reports. The liability cap, commonly set at a multiple of the fee, effectively leaves the cost of a flawed technical opinion with the project itself.
