Proje finansmanında kredi verenler, SPV düzeyinde güçlü bir kontrolör fonksiyonunun varlığını, raporlama covenant'larının güvenilirliğinin ön koşulu sayar; zira taahhüt edilen DSCR ve kullanım raporlarının değeri, onları üreten muhasebe disiplininin sağlamlığı kadardır. English Definition
The senior financial officer who runs an organization's accounting, reporting, budgeting, and internal control functions; unlike the treasury function, concerned not with the movement of cash but with the accuracy and control of the record. In project finance lenders treat the presence of a strong controller function at SPV level as a precondition for the reliability of reporting covenants, since the value of the committed DSCR and utilization reports is only as good as the accounting discipline that produces them. A weak control function renders even the tightest covenant package unmeasurable.
