English Definition
The joint supervision, under shared protocols, of a cross-border payment system, clearinghouse or financial infrastructure by the central banks or regulators of several countries; it aims to close the oversight gap where no single authority holds full jurisdiction. Its bearing on project finance is that, in multi-jurisdiction transactions, it settles which authorities supervise the payment and settlement infrastructure through which funds flow and who would intervene in a crisis. Clarity over the division of authority is a quiet variable in pricing cross-border collateral and flow risk.
