Bir projenin tüm maliyet ve faydalarını, çoğunlukla bugünkü değere indirgenmiş biçimde nicelleştirerek net faydayı hesaplayan sistematik değerlendirme yöntemidir. Yöntemin en tartışmalı adımı, parasal olmayan etkilere gölge fiyat atfetmek ve iskonto oranını seçmektir; düşük bir sosyal iskonto oranı uzun vadeli çevresel faydaları öne çıkarırken, yüksek oran bunları neredeyse görünmez kılar. Bu nedenle altyapı finansmanında iskonto oranı tercihi teknik değil, fiilen politik bir karardır ve projenin onay eşiğini geçip geçmeyeceğini belirler.
English Definition
A systematic evaluation method that quantifies all of a project's costs and benefits, usually discounted to present value, to compute the net benefit. The method's most contested step is assigning shadow prices to non-monetary effects and selecting the discount rate; a low social discount rate foregrounds long-term environmental benefits, while a high rate renders them nearly invisible. For this reason the choice of discount rate in infrastructure finance is effectively a political rather than a technical decision, and it determines whether a project clears its approval threshold.
