Bağımsız bir denetçi ya da mühendisin, katlanılan maliyetlerin gerçekliğini, sözleşmeye uygunluğunu ve doğru sınıflandırıldığını resmi olarak onayladığı belgelendirme işlemidir. Proje finansmanında bu sertifika, çekiş mekanizmasının çekirdeğinde durur; kredi verenler tipik olarak yalnızca sertifikalandırılmış maliyetler ölçüsünde ödeme serbest bırakır, dolayısıyla sertifikasyonun gecikmesi doğrudan inşa nakit akışını sıkıştırır. Vergi teşviki içeren yapılarda ise sertifikalandırılmış maliyet tabanı, yatırım vergi kredisinin (ITC) hesaplandığı temeli oluşturduğu için, uygun olmayan bir kalemin dahil edilmesi sonradan geri alma (recapture) riski taşır.
English Definition
The certification process by which an independent auditor or engineer formally attests that incurred costs are genuine, contract-compliant, and correctly classified. In project finance this certificate sits at the core of the drawdown mechanism; lenders typically release funds only to the extent of certified costs, so a delay in certification directly compresses construction-phase cash flow. In structures carrying tax incentives, because the certified cost base forms the basis on which the investment tax credit is computed, the inclusion of an ineligible item carries a later recapture risk.
