Bir projenin gerçekleşen maliyetinin, onaylanan bütçe ya da sözleşme bedelini aşan kısmıdır; kapsam değişikliği, program uzaması, fiyat artışı ya da tahmin hatasından doğabilir. Sermaye-yoğun projelerde maliyet aşımı en sık gerçekleşen ve en yıkıcı risktir, zira öz sermaye tamponu tükendiğinde sponsordan ek sermaye çağrısı ya da kredi verenden ek finansman gerektirir. Bu nedenle finansman paketleri tipik olarak bir maliyet aşımı karşılığı, sponsor tamamlama garantisi ve kademeli fonlama sırası (equity-first ya da pro-rata) ile aşımın kimin bilançosuna düşeceğini önceden tanımlar.
English Definition
The portion of a project's actual cost that exceeds the approved budget or contract price, arising from scope change, schedule extension, price escalation, or estimation error. In capital-intensive projects cost overrun is the most frequent and most destructive risk, because once the equity buffer is exhausted it requires an additional capital call from the sponsor or additional financing from the lender. Financing packages therefore typically define in advance, through a cost-overrun contingency, a sponsor completion guarantee, and a staged funding order (equity-first or pro-rata), whose balance sheet the overrun lands on.
