Ücretin sabit olması, saf yüzde bazlı maliyet artı yapının en sakıncalı yanını — maliyet arttıkça yüklenici kazancının da artması — kısmen etkisizleştirir, zira yüklenicinin ücreti maliyeti şişirmekle yükselmez. Buna karşılık sabit ücret yükleniciye maliyeti aktif olarak düşürme teşviki de vermez; bu yüzden büyük projelerde çoğunlukla bir performans primi ya da hedef maliyet üstü paylaşım hükmüyle desteklenir.
English Definition
A cost-plus contract type under which the contractor is reimbursed for actual costs and, on top of them, receives a fee fixed in advance independent of the cost level. The fixity of the fee partly neutralizes the most objectionable feature of a pure percentage-based cost-plus structure — that the contractor's gain rises as cost rises — since the contractor's fee does not increase by inflating cost. It does not, however, give the contractor an active incentive to reduce cost either; in large projects it is therefore usually reinforced with a performance bonus or a target-cost over-run sharing provision.
